United Nations Security Council Imposes Sanctions on Iran, Passes UNSCR 1926

U.S. Ambassador to the United Nations Susan Rice offers remarks on the action taken by the United Nations Security Council to pass Resolution 1926 imposing sanctions on Iran to halt their nuclear program and engage with the international community. The comments were made at the United Nations Headquaters in New York City June 9, 2010.

United Nations, New York, 9 June 2010 – The Security Council voted today to impose a fourth round of United Nations sanctions against Iran, while demanding that the country suspend its enrichment activities and peacefully resolve outstanding concerns over the nature of its nuclear programme.

The text which received the support of 12 Council members — Brazil and Turkey voted against and Lebanon abstained — cited the proliferation risks posed by Iran’s nuclear programme and its continued failure to cooperate with the International Atomic Energy Agency (IAEA).

United Nations, New York – The UN Security Council voted today (9 June) to impose a fourth round of United Nations sanctions against Iran, while demanding that the country suspend its enrichment activities and peacefully resolve outstanding concerns over the nature of its nuclear programme.

The text which received the support of 12 Council members — Brazil and Turkey voted against and Lebanon abstained — cited the proliferation risks posed by Iran’s nuclear programme and its continued failure to cooperate with the International Atomic Energy Agency (IAEA).

Turkey’s Ambassador Ertugrul Apakan explained that his country’s vote “should not be construed as indifference to the problems emanating from Iran’s nuclear programme” and acknowledged that there are “serious questions” regarding the “purpose and nature of Iran’s nuclear programme” which need to be clarified.

Iran’s nuclear programme, which its officials have stated is for peaceful purposes, but some other countries contend is driven by military ambitions, has been a matter of international concern since the discovery in 2003 that the country had concealed its nuclear activities for 18 years in breach of its obligations under the Nuclear Non-Proliferation Treaty (NPT).

US Ambassador Susan E. Rice told the Council that Iran has brought this new round of sanctions upon itself by choosing “clearly and wilfully” to violate its commitments to the IAEA and the resolutions of the Security Council. She added that despite “consistent and long standing demands by the international community, Iran has not suspended its uranium enrichment and other proliferation related activities.”

The Security Council has imposed several rounds of sanctions on Iran since 2006, including a ban on all items which could contribute to the country’s enrichment of uranium, a necessary step for both peaceful and militaristic uses of nuclear energy, and arms sales and a freeze on assets.

The latest text — resolution 1929 — builds on previous sanctions by deciding that Iran shall not acquire an interest in any commercial activity in another State involving uranium mining, production or use of nuclear materials and technology.

Iranian Ambassador Mohammad Khazaee insisted that “no amount of pressure and mischief” will break Iran’s determination “to pursue and defend its legal and inalienable rights”. He said that as Iran as “one of the most powerful and stable countries” it will not bow “to the hostile actions and pressures by these few powers and will continue to defend its rights.”

The Council also decided that all States shall prevent the supply, sale or transfer to Iran of battle tanks, armoured combat vehicles, large calibre artillery systems, combat aircraft, attack helicopters, warships, missiles or missile systems. It also asks States to take all necessary measures to prevent the transfer to Iran of technology or technical assistance related to ballistic missiles capable of delivering nuclear weapons.

In addition, the resolution contains provisions to help block Iran’s use of the international financial system, particularly its banks when they may be used to fund proliferation and nuclear activities.

Among other elements, the resolution also alerts States to the potential link between Iran’s energy sector revenues and energy-related technologies and proliferation, and establishes a UN panel of experts to help monitor and enforce sanctions implementation.

Outside the Council, Russian Ambassador Vitaly Churkin told reporters that his country had made clear that all measures imposed on Iran “need to have focus on non-proliferation” and should not affect “the well-being of the Iranian people”.

Last month Secretary-General Ban Ki-moon said the initiative by Brazil and Turkey regarding nuclear fuel for an Iranian reactor could be a positive step, and underscored the need for bolstered transparency to help resolve concerns over Tehran’s nuclear programme.

Ban has also personally urged Iranian President Mahmoud Ahmadinejad to restore international trust in the peaceful nature of his country’s nuclear programme by adhering to the resolutions of the Security Council and the IAEA.

DER TAGESSPIEGEL aus Berlin berichtet vorab:
“Der Direktor der Stiftung Wissenschaft und Politik in Berlin, Volker Perthes, hat sich für gezielte EU-Sanktionen gegen Iraner ausgesprochen, die bei der Niederschlagung der Proteste eine wichtige Rolle spielten. “Wenn die EU eine Liste mit einem Dutzend Namen von Schlüsselfiguren der Unterdrückung zusammenstellt und sie zu unerwünschten Personen erklärt, ist das ein deutliches Zeichen der Solidarität mit den Opfern der Repression”, sagte Perthes dem in Berlin erscheinenden Tagesspiegel. Die EU dürfe in ihrer Reaktion aber nicht überziehen und “weder den Austausch der Zivilgesellschaft kappen noch Politiker und Fachleute aussperren, die wir brauchen, wenn wir Fortschritte bei den sicherheitspolitischen Fragen erzielen wollen”, sagte der Iran-Experte.

Nach Ansicht von Perthes versucht der umstrittene Präsident Ahmadinedschad nun, Brücken zu den Reformern zu bauen. Er wisse, dass seine Politik auf Dauer nur Erfolg habe, wenn er nicht isoliert bleibe. “Ahmadinedschad hat nur eine Chance, breite Legitimität und Popularität zurückgewinnen: Er muss das zerrüttete Verhältnis seines Landes zu den USA auf eine neue Basis stellen”, meinte Perthes. Dies würde ihm die Anerkennung auch großer Teile seiner Kritiker eintragen”

Im Iran schiessen Regierungs-Polizisten in Uniform und in zivil noch immer auf die Bevölkerung und die Proteste im öffentlichen Raum dauern fort, wie diese aktuellen Videos zeigen. Ganz schön verwunderlich, wie Prof. Dr. Volker Perthes als Direktor der Stiftung Wissenschaft und Politik (SWP), bezahlt aus dem Haushalt des Bundeskanzleramtes, nach wochelangen blutigen bis tödlichen staatlichen Übergriffen und Massen-Protesten aus der iranischen Bevölkerung von einer Rückgewinnung von Legitimität und Popularität des verantwortlichen Achmadineschad sprechen kann.

Hier rufen die Demonstranten: “Tod dem Diktator”.

Hier im Video ist die Schattenseite der Video- und Blog-Information aus dem krisengeschüttelten Iran mit Kopfschütteln zu bestaunen, statt zügigem Evakuieren, Wundverband, Atemwege freimachen, Ersthelfer-Versorgung bei blutenden, ohnmächtigen, schwer verletzten Demonstranten (Studenten), die zu Intensiv-Patienten wurden, Chaos pur, aber das Fotoshooting funktioniert bei aller Panik bestens. Ein Foto-Handy haben alle dabei, ein Erste-Hilfe-Set niemand.

Positiv ist, auch den iranischen Polizisten wird von den Demonstranten geholfen und mit einem grünen Tuch, dem Zeichen der Demonstranten, als Druckverband versorgt, wie diese Video zeigt:

Festzustellen ist, dass es zwar im Demonstrations-Geschehen zu Verletzten und Toten gekommen ist, aber die Brutalität der Polizei gegen die Protestierenden noch nicht übergreifend angewandt wird, ausgenommen sind die Milizen, die fast durchgängig brutal vorgehen, die Akteure spielen ihre zugewiesene Rolle, wie dieses Video einer Festnahme zeigt:

Dieses bei aller Emotion besondere Verhalten der Demonstrierenden und der Polizei lässt Raum für den Versöhnungsprozess in der iranischen Gesellschaft, wenn die Ungerechtigkeiten abgestellt sind und die Unruhen sich beruhigen. Denn auch in einem zukünftig demokratischen Iran müssen die Menschen miteinander weiter leben.

Iran has been “unmasked”

Beeindruckende Bilder des zivilen Widerstandes im Iran, aus “Jubel-Persern” sind todesmutige iranische Freiheitskämpfer, Männer wie Frauen, geworden.

Der oberste geistliche Führer des Irans, Ayatollah Ali Chamenei, hat heute in seinem Freitagsgebet den demonstrativen Schulterschluss mit Ahmadinedschad vollzogen und von einem klaren Wahlsieg gesprochen. Die weitere Entwicklung mit den morgigen Gesprächen zwischen Wächterrat und den oppositionellen Kandidaten ist von außen nur schwer einschätzbar.

Die Organisation “Human Rights in Iran” hat heute alamierende Zahlen verschickt über die Situation der Studenten im Land, die sich als Freiheitskämpfer gegen die staatliche Wahlfälschung und islamische Unterdrückung stellen. Aufgrund der Mediensperre sind ausreichend Informationen schwer zu erhalten. Diese Zahlen der Organisation Human Rights Watch in Iran sind glaubwürdig, teilweise von internationalen Berichterstattern und aus anderen Quellen belegt und überaus besorgniserregend. Hier in Video, dass iranische Polizisten beim Attackieren von Bürgern auf offener Straße zeigt.

Im Europäischen Parlament in einer Fraktionssitzung der Grünen/EFA schilderte am vergangenen Dienstag der iranische Regisseur Mohsen Makhmalbaf Berichte, nach denen die Auszählungsergebnisse eine absolute Mehrheit für den Oppositionellen Mussawi ergeben, die von der Regierung behauptete Mehrheit für Ahmadinedschad muss berechtigt angezweifelt werden.
