Funktionsfähige staatliche Strukturen und selbsttragende Sicherheit
sind die zentralen Ziele des deutschen Einsatzes in Afghanistan

Die Internationale Sicherheitsunterstützungstruppe für Afghanistan (ISAF) soll die afghanische Regierung bei der Schaffung und Wahrung eines sicheren Umfelds und insbesondere beim Aufbau der afghanischen Sicherheitskräfte unterstützen.

Die afghanische Armee und die Polizei müssen in die Lage versetzt werden, selbständig für ein sicheres, entwicklungsförderndes Umfeld zu sorgen. Mit zunehmenden Fähigkeiten der afghanischen Sicherheitskräfte kann die Sicherheitsverantwortung schrittweise in die Hände der Afghanen übertragen werden.
